ISS Seminar, Pretoria: Protection of Civilians: The impossible dream?

The recent incident of mass rape in the eastern Democratic Republic of Congo has again raised questions relating to how well United Nations missions are able to implement their mandate in respect of the protection of civilians. Questions have been asked in the Security Council about the failure of UN peacekeepers to protect the civilians in Luvungi, DRC. Is this incident indicative of the impossibility of fulfilling such broad mandates? Can this situation be changed? The speakers will share their views and experiences on the Protection of Civilians and the challenges of implementation in the field.
